多文化フォーラム開催のお知らせ
Announcement of 153rd Multicultural Synergy Forum出入国管理法及び難民認定法（入管法）は、外国人受け入れの最も重要な法津です。外国人が急増する中で、入管法も様々な変遷をたどってます。その法的枠組みの「過去と現在」を、今回は長年実務に携わってこられた佐藤儀一・元札幌入管局長に語っていただきます。政府は移民政策をとらない、としていますが、様々な課題が地方自治体に押し付けられています。外国人がこれからさらに急増していくものと思われますが、入管法はこれからどのように変わっていくのか。どのような問題が発生するのか。多文化社会を推進する立場から、多角的な議論を展開したいと思います。

Immigration Control and Refugee Recognition Act is the most important law to accept people from overseas. This Act has been changed as the number of foreigners has been increased. In this forum, Mr. Yoshikazu Sato who is the former Director-General of Immigration Bureau in Sapporo and had engaged in practice for a long time gives a lecture about its legal framework from past to present. Although, the government has declared that they do not have immigration policy, local governments have faced various issues. It is supposed that the number of foreigners will be increased more then how will the Act be changed from now on? What kinds of problems will happen? We will discuss this issue from the ground of promoting Multicultural Society.

専門は多文化共生論・移民政策。総務省、法務省等国の外国人施策関連委員を歴任。また、東京都、愛知県、群馬県等地方自治体の多文化共生施策関連委員長や外国人集住都市会議アドバイザーを歴任。2012年度にオックスフォード大学で欧州の移民政策を研究。
