多文化フォーラムのお知らせ

Announcement of 152nd Multicultural Forum

2017年は、皆様のご協力のお陰で大変充実した6回の研究会とフォーラムを展開することができました。さて、2018年、新春の多文化研フォーラムは、特別ゲストをお迎えして技能実習制度についてご講演いただきます。
技能実習制度は1993年に開始され、2009年の大幅改正を経て、2016年の11月28日に国会で可決・成立した「外国人の技能実習の適正な実施及び技能実習生の保護に関する法律」が11月1日から施行され、第二回目の大幅改正が実施されました。このような節目の機会を捉え、旧制度の問題点、新制度下での取り組み、予想される成果などを含む包括的な内容の講演会を開催します。国際協力（人材育成）と外国人労働力の供給の二つの視点からのみでなく、多面的に、技能実習制度の抱える課題のみならず技能実習制度がもたらす利点についても考察される予定です。
大幅改正の直後に、技能実習制度について多面的な視点から検証をおこなうことが、今回の多文化フォーラムの目的です。
Technical Intern Training Program (TITP) started in 1993 and it was drastically revised in 2009. The Act on Proper Technical Intern Training and Protection of Technical Intern Trainees (date of promulgation: November 28, 2016; date of enforcement: November 1, 2017) revised the program again. In this milestone, we hold a seminar regarding the problems of former system, initiatives on new system, and its expected outcomes. We would consider it not only from two aspects both of international cooperation (human development) and supplement of foreign workforce but also multi-faceted. This multicultural forum focuses on the advantages the program provides as well as the issues of the program.
The purpose of this forum is to investigate TITP from various points as soon as the program has been dramatically revised.
