第158回　多文化共創フォーラムのお知らせ

協働・共創社会の実現に向けて
ー改正出入国管理及び難民認定法、新制度への課題と提言―　

長期的ビジョンの策定もないまま、労働力不足を補うために改正出入国管理及び難民認定法が成立しました。多文化研は、この30年間、国内外の教師・研究者・経営者・医療関係者・自治体職員・ボランティア・難民・ジャーナリスト・大学生・留学生など、海外の事情にも詳しい実践者・実務家とともに、「入管法」という入り口の議論だけでなく社会統合に通じる多文化共創社会を議論し、実践してきました。
2019年3月の多文化共創フォーラム第158回では、「協働・共創社会の実現に向けて」と題し、留学生、日本語教育、技能実習制度、移民政策の専門家と、外国人との協働による多文化共創社会の実現を議論します。

In December 2018, as a government response to current labor shortage, revised Immigration Control and Refugee Recognition Law passed the Diet without serious discussion of the long term vision of Japanese society. The Institute for Multicultural Community Studies (IMCS), with a wide range of people including (domestic and international) researchers, employers, journalists, government officials, health workers, refugees, domestic and international students, various practitioners, and volunteers, has been not only examining the Immigration Control and Refugee Recognition Law as the entrance to Japanese society but also arguing for and working toward multicultural synergetic society as a goal of social integration for thirty years.
In this forum titled “Toward the Realization of Collaborative/Synergetic Society,” we are going to discuss realization of multicultural synergetic society in collaboration with foreign residents with specialists of international students, Japanese language education, technical intern training program, and immigration policy.

第Ⅰ部「地域の実態と日本語教育の現状から、多文化共創を拓く」では、『コンビニ外国人』の著者として有名な芹澤健介さん、大学で地域との共創を精力的に実践しておられる佐伯康考（やすたか）さん（大阪大学共創機構）、文化庁日本語教育専門職として活躍されておられる増田麻美子さんが、それぞれの立場から山積する課題への挑戦と改善策を語ります。

The first part is entitled “Local Realities and the Current State of Japanese Language Education: Developing Multicultural Synergy,” and features three panel presentations by journalist, Kensuke Serizawa, Professor Yasutaka Saeki, and Japanese language specialist, Mamiko Masuda.

第Ⅱ部では「協働・共創の時代へ　改正出入国管理及び難民認定法の論点と今後の見通し」として、国際研修協力機構JITCOで約20年間の勤務から技能実習制度に精通する万城目正雄さん（東海大学准教授）、移民政策に精通する明石純一さん（筑波大学准教授）と藤巻秀樹さん（北海道教育大学教授）に、第Ⅰ部の論点整理を踏まえて、専門分野から協働共創社会の実現を語っていただきます。万障お繰り合わせの上、ふるってご参加ください。

In the second part, three IMCS directors, Professor Masao Manjome, Professor Junichi Akashi, and Professor Hideki Fujimaki join the discussion as commentators with a special focus on revised Immigration Control and Refugee Recognition Act in relation to realization of collaborative/synergetic society. We welcome your participation.
