2025年の研究会が間もなく始まります。今年の第一回目となる1月26日の研究会（多文化共生社会における外国人相談支援の現状と課題）と、2月23日に予定されている研究会（多文化共創とメディアの役割）について、趣旨を含めて以下に詳細をお知らせいたします。それぞれ注目すべきテーマを扱った会となりますので、ぜひご参加をご検討ください。

＜1月の研究会＞
「多文化共生社会における外国人相談支援の現状と課題」

• 日時：2025年1月26日（日）14:00〜16:30

趣旨
世界各地、特にアジアの各地から移住してきた外国人の日本社会で生活して行く上で、困りごと相談の必要性や重要性が高まっている。まず、在留資格等の相談については行政書士が対処することが多く、その他の相談（医療や労働、子どもの教育などの生活相談）については、NPOの組織の職員やボランティア専門家が対処していることが多い。今回のフォーラムでは、外国人の相談に応ずる現場にいる専門家・実践家の話を聴き、日本社会が多様性に対応して行くためにどのような課題があるのかを探る。

＜2月の研究会＞
「多文化共創とメディアの役割』

趣旨
SNSが普及した今日、自分と似たような意見や情報ばかりに接触することによる意見の先鋭化（右派はより右派に、左派はより左派に）が世界的に指摘されています。2024年、欧州の国々では反移民を掲げる極右政党が躍進し、アメリカでは移民に不寛容なトランプ氏が大統領に返り咲くなど、移民や難民をめぐる国際世論が厳しさを増しています。この世界的な流れは、外国人の受入れが拡大している日本社会においても、注視すべき事象と考えられます。今回のフォーラムではメディアに焦点を当て、現代の社会におけるSNSの影響を分析するとともに、新聞やテレビなど既存のメディアが多文化共創を推進する上でどんな役割を果たすことができるかを考えます。

Announcement of January and February Research Meetings (Society for Multicultural Community Studies)

Dear Members of the Society for Multicultural Community Studies,

The 2025 research meetings are about to begin! We are pleased to provide details of the first research meeting scheduled for January 26, titled “Challenges and Current Practices in Supporting Foreign Residents in a Multicultural Society,” as well as the second meeting scheduled for February 23, titled “Multicultural Co-creation and the Role of Media.” Both events will address significant and timely topics, and we hope you will consider joining us.

Additionally, we have received a report from Masao Kobayashi on the 189th research meeting held on December 28. It offers a vivid account of the event’s atmosphere and key discussions. The report (in Japanese) is attached, so please take a moment to review it.

January Research Meeting

Challenges and Current Practices in Supporting Foreign Residents in a Multicultural Society

Purpose
As foreign residents from various parts of Asia increasingly settle in Japan, the need and importance of consultation services for their daily challenges are growing. While administrative procedures, such as visa-related consultations, are often handled by administrative scriveners, other areas of support—such as medical care, labor issues, and children’s education—are typically addressed by staff from NPO organizations or volunteer specialists. This forum aims to hear from experts and practitioners actively working on the ground in supporting foreign residents. We will explore the challenges Japan faces in adapting to and embracing diversity.

February Research Meeting

Multicultural Co-creation and the Role of Media

• Date and Time: February 23, 2025 (Sunday), 1:00 PM–4:00 PM
• Venue: Kai Japanese Language School (1-15-18 Okubo, Shinjuku, Tokyo, 5-minute walk from JR Shin-Okubo Station)

Purpose
In today’s world, the widespread use of social media has led to the polarization of opinions, as individuals are exposed primarily to information and viewpoints similar to their own. This phenomenon has been observed globally, with the rise of far-right, anti-immigration parties in Europe and the return of anti-immigrant policies in the United States under former President Trump. These trends are also relevant to Japan, as the country expands its acceptance of foreign residents. This forum will focus on the role of media, analyzing the impact of social media in contemporary society and exploring how traditional media, such as newspapers and television, can contribute to promoting multicultural co-creation.

①  基調講演「難民とメディア」

講師　大茂矢由佳（埼玉大学学術院・教養学部大学院講師）

日本のメディア空間において、難民はどのように語られてきたのかという点について、ツイッター（現X）の日本語による投稿内容の量的分析から得られた知見を報告します。また、メディア接触による意識変容の有無を検証したサーベイ実験の結果から、日本人のメディア利用と対難民意識について考察します。メディアを偏見を助長するツールとしてではなく、理解を促進するためのツールとして活用していく道を模索・議論する機会にしたいと思います。

　基調講演も踏まえ、多文化共創社会におけるメディアの課題と役割を議論します。

埼玉県戸田市では、SNS上でクルド人排斥を主張する情報が広がり、社会問題となっています。英国でも反移民感情をあおる偽情報がSNSに出回り、これをきっかけに大規模な暴動が各地で起こりました。SNSではターゲットを絞り、不安や怒りをあおれば、いとも簡単に人々の考えが誘導されてしまうという危うさがあります。移民や難民は社会に不満を持つ人々の標的にされやすい傾向があり、SNSはともすれば多文化共創社会の大きな妨げになりかねません。こうした時代において多文化共創を促す正しく、公平な情報発信をするにはどうしたらいいのか、新聞やテレビなど既存のマスメディアも含めたメディアの役割を考えます。

帰国報告1：(マーシャル諸島共和国に４回のフィールドワークを重ねて)

テーマ：忘れられた戦争の傷跡と修復ー沖縄からマーシャル諸島に渡った具志忠太郎の軌跡から－
松本いくこ(多文化研理事、上智大学博士課程)

　内容：

マーシャル諸島共和国は今日の日本にはあまり馴染みがないですが、1944年までそこは大日本帝国地図に含まれていました。1954年に米軍がビキニ環礁の実験場で行ったブラボー水爆実験に第五福竜丸が被爆したことから、マーシャル諸島は核兵器問題との関連で頻繁に語られてきました。1946年から1958年の12年間、マーシャル諸島のビキニとエネウェタク環礁では、67回の核実験が繰り返されました。これは、広島原爆の1000倍の威力を持つ核爆弾が1２年間毎日続いたことと等しい放射性物質をマーシャル諸島の島々に残し、住民に深刻な影響と多大な喪失をもたらしました。しかし、この大惨事が、戦前のドイツ・日本統治や太平洋戦争にもたらされた影響や喪失にさらに重層されたものであったことは、広く認識されてきませんでした。島に暮らす人々は、故郷をプランテーション化で追いやられ、軍事基地が建てられ、日米軍の爆撃や銃撃戦に焼き尽くされ、家族や隣人の命を奪われ、恐怖を癒す間もなく、核実験のために故郷を追われ、命や健康さえも奪われたという喪失体験の連続でした。マーシャル諸島の人々が体験した「喪失・グリーフの重層」とはどのようなもので、どのような取り組みがされてきたのでしょうか。「日米ミクロネシア協定(1969)」によってミクロネシア島嶼における戦争賠償免責が同意された一方で、住民に対する修復の責任という問いと向き合い続けた一人の沖縄出身の日本人移民のライフ・ストーリーを紹介しつつ、マーシャル諸島と日本の関わりを考察します。みなさまのご意見・ご批判を伺い、学びと考察を深めさせていただけると幸いです。

講演者プロフィール：松本いく子

上智大学外国語学部比較文化学科卒、スタンフォード大学大学院教育学部国際教育開発研究科卒、現在上智大学大学院実践宗教学研究科博士後期課程在籍。国連開発計画とアジア開発銀行の職員としてアフリカ・アジア・太平洋諸国との国際協力に30年従事。国家を単位とした垂直的な国際協力とは異なる、市民組織や宗教組織を軸とした水平的な共存・共生・協力の可能性に関心が向き、今後、その実践にも参加していきたいという思いをもって、学生に戻りました。

多文化社会研究会のみなさま

過日ご案内しました通り、11月15日に学習院大学で「多文化共生社会における企業と地方自治体の取り組み」シンポジウムが開催されました。

本シンポジウムは、多文化社会研究会と学習院大学国際社会科学部の共催で行われたもので、企業、行政、学術の各分野から専門家を招き、多文化共生の課題と可能性についての議論が交わされました。

プログラムに沿って報告しますと、まずアサヒロジスティクス株式会社の井上健氏からは、企業の活動の結果として多様性が自然に推進される実例が紹介され、営利企業の合理的活動が実は開かれた社会へとつながる道筋となることが示され参加者からも大きな共感を得ました。つづいて新宿区地域振興部の櫻本まり子氏から、新宿区の先進的な取り組みが具体例とともに共有され、行政サービスの理想像についてのビジョンを議論することの重要性が指摘されました。さらに名城大学の近藤敦氏からは、ヨーロッパで取り組みが進む多文化憲章の紹介と日本社会への示唆が語られ、企業や自治体の多様性活動を積極的に評価する枠組みの重要性が示されました。

講演後のディスカッションでは、ヨーロッパの多文化憲章の考え方が、日本の先進的な自治体や企業の取り組みと親和性が高いことが確認され、さらにこれを進めることが持続可能な多文化共生社会の実現を後押しする可能性となることについて意見が交わされました。また、多文化共生を念頭にした教育が若年層の意識を高めているとの指摘もあり、大学をはじめとする教育の重要性が改めて認識されました。

これらの情報共有と意見交換を通じて、多文化共生社会の実現に向けた取り組みの現在地と課題が共有されるとともに、企業、行政、教育の連携を深めるための新たな可能性が見出されたシンポジウムとなりました。

今後もこのような議論を続けていけることを願っております。

Dear Members of the Society for Multicultural Community Studies,

As previously announced, the Symposium on Corporate Management and Local Governance in Response to a Diverse Society: The Potential of Introducing a Diversity Charter was held on Friday, November 15, 2024, at Gakushuin University (South Building No. 2, Room 200). Co-organized by Gakushuin University’s Faculty of International Social Sciences and the Society for Multicultural Community Studies, the event brought together experts from corporate, governmental, and academic fields to discuss the challenges and possibilities of multicultural coexistence.

Following the program, Mr. Ken Inoue of Asahi Logistics Co., Ltd., shared examples where corporate rationality has naturally led to the promotion of diversity. He highlighted how profit-driven corporate activities can pave the way for a more open society, which resonated strongly with the audience. Next, Ms. Mariko Sakuramoto of the Multicultural Society Promotion Division of Shinjuku City introduced Shinjuku’s advanced initiatives with specific examples, emphasizing the importance of discussing and envisioning ideal administrative services. Finally, Professor Atsushi Kondo of Meijo University provided an overview of the Diversity Charter’s growing adoption in Europe, offering insights into how such a framework could be applied in Japan. He underlined the importance of actively evaluating and supporting diversity initiatives by businesses and local governments.

During the panel discussion, participants affirmed the compatibility of the European Diversity Charter with the advanced efforts of Japanese municipalities and businesses. They exchanged views on how advancing this concept could help realize a sustainable multicultural society. Additionally, it was pointed out that education focusing on multicultural coexistence has significantly influenced the younger generation, leading to a renewed recognition of the vital role of universities and educational institutions.

Through this exchange of information and ideas, the symposium successfully shed light on the current state of and challenges to multicultural coexistence initiatives while uncovering new opportunities for collaboration among businesses, local governments, and educational institutions.

シンポジウム

多様性社会に対応する企業経営及び地方自治体：多様性憲章の導入の可能性

（学習院大学国際社会学部＆多文化社会研究会共催）

シンポジウム趣旨

このシンポジウムでは、日本社会の多様性拡大及び質的変化に対応する形で広がっている企業経営上の取り組み及び地方自治体の現状や取り組みを知るとともに、ヨーロッパで広がりつつある「多様性憲章」を導入する可能性や課題について検討することを目的とする。日本国内の多文化共生に向けた取り組みを確認し、多様性憲章の意義や役割をフランスとドイツの事例から紹介し、その上で、多様性憲章を日本に導入することの可能性(導入の可否を含めて)の吟味、メリット（およびデメリット）の考察、導入に伴う課題（例えば、導入の具体的な方法および導入による期待される効果）について議論する。

Symposium Overview:

This symposium aims to examine corporate efforts and local government initiatives in response to the growing diversity and qualitative changes in Japanese society. Additionally, it will explore the possibility and challenges of introducing a “Diversity Charter,” which is gaining traction in Europe. The discussion will focus on Japan’s efforts towards multicultural coexistence, introduce the significance and role of the Diversity Charter based on examples from France and Germany, and consider the feasibility of introducing such a charter in Japan. The pros and cons of adoption, specific methods of implementation, and expected outcomes will also be discussed.

前回好評のため今回もモンゴル研究の国内第一人者である荒井幸康さんのお話をお伺いします。

2022年のロシアによるウクライナ侵攻以来、世界の耳目を集めているウクライナ、ロシア情勢。その背景にある、ソ連時代の「肯定的な遺産」ともいえる少数民族に対するアファーマティヴ・アクション政策と、いかにプーチンがそれを嫌い、それが国内の少数民族の抑圧とウクライナに対する戦争につながっているかについて話題を提供してもらいます。

Thanks to the positive response to the previous seminar, we, again, invite Mr. Arai, one of prominent scholars of Mongolian studies in Japan, to deliver his talk here.

Since Russia raised the war against Ukraine in 2022, the international society eagerly focused on the situation of this war. In this forum, Mr. Arai will give us some information about the background of the war, mainly on positive heritage of Soviet legacy, The Affirmative Action of Minorities which Putin is attempting to abolish within Russian Federation as well as in Ukraine.

2022年2月のロシアによるウクライナ侵攻以来、世界の耳目を集めているウクライナ、ロシア情勢。多くのことが語られていますが、モンゴル世界の視点から考える機会は少ないのではないでしょうか。今回はモンゴル研究の国内第一人者である荒井幸康さんのお話をお伺いします。

Since Russia’s invasion of Ukraine in February 2022, the situation between Ukraine and Russia has garnered worldwide attention. While much has been discussed, opportunities to consider these events from the perspective of the Mongolian world are rare. テーマ：モンゴル世界から見たウクライナ・ロシア戦争

2022年2月の開戦当初からロシア連邦のモンゴル系の少数民族は、ウクライナでの戦争にロシア側として加担しています。特に「バイカル湖周辺に住むブリヤート人たちは貧しいので戦争に参加せざるを得ず、そのため、多くの略奪を行った」などのヨーロッパにありがちな偏見あるいは偏向に基づく報道がなんのチェックも受けずに日本でも垂れ流されている状態にあります。一方でロシア全体で高等教育の進学率がユダヤ人に次ぐ2位にあること、100年前のモンゴル国独立後の国家建設に参加し、2005－2006年のウクライナ首相をはじめ、多くのインテリゲンチャを輩出した人々であることなどは知られていません。ここではこのブリヤートのみならず、他のモンゴル系の民族やモンゴル国から見たウクライナ・ロシア戦争について時間が許す限りお話したいと思っています。

Topic: The Ukraino-Russian War from The Mongolic World Perspective 

Since the outbreak of war in February 2022, the Mongolian ethnic minorities in the Russian Federation have been participating in the war in Ukraine on the Russian side. European media often report, without any checks, that “the Buryat people living around Lake Baikal are so poor that they are forced to participate in the war, leading to extensive looting.” These biased or skewed reports have also been disseminated in Japan. On the other hand, it is not well known that the Buryats have the second highest rate of higher education enrollment in Russia, second only to Jews, and that they have produced many intellectuals, including those who participated in nation-building after Mongolia’s independence 100 years ago and the Prime Minister of Ukraine in 2005-2006. In this forum, I would like to discuss the Ukraino-Russian war not only from the perspective of the Buryats but also from the perspectives of other Mongolian ethnic groups and Mongolia itself, as time permits.

先週の木曜日（2024年6月27日）に東京ボランティア市民活動センター（飯田橋）にて、「日本の重国籍問題：事例判例（ちょこっと）勉強会」研究会を実施しました。まず、話題提供者の井口博充さんと野崎与志子さんから、貴重な資料や独自の解釈なども交えながら日本の重国籍問題に関する数々の事例や判例を中心にお話しいただきました。特に現在行われている都知事選を念頭に、「蓮舫二重国籍問題」も取り上げられ、その趣旨は以下のようなものでした。

「蓮舫氏は法務省の国籍実務からするともともと「二重国籍」ではなかったと考えられる。「蓮舫二重国籍問題」はポリティカルな文脈で出てきたもので、 法務省「不可解」対応とマスコミ報道迷走をもたらしたのは、（あ）「国籍唯一原則」を採用しているとされる日本の国籍法と現実には生来の重国籍者の存在を容認せざるをえない矛盾、および（い）国交のない中華民国国籍保持者を日本の国籍法でどのように取り扱うか、と言うグレーゾーンと中華民国の国籍法/実務の複雑性に起因すると考えられる。国籍法11条1項は明治憲法下の国籍法から継承さているものであるが、様々な裁判で争われてきており、世界の潮流を見ながら再検討を要すると言える。」

話題提供の後の質疑応答も1時間を超えるもので、とても熱のこもったものでした。

また、今回は、勉強会ということで、多文化研メンバーが執筆した書籍を含む複数の必読書が紹介、回覧もされました。その場でネット購入された方もいたようです。

On Thursday, June 27, 2024, we held a workshop titled “Japan’s Dual Nationality Issue: Case Studies and Legal Precedents” at the Tokyo Volunteer Center in Iidabashi. Our speakers, Hiroyuki Inokuchi and Yoshiko Nozaki, shared valuable materials and their insights on various cases and legal precedents related to Japan’s dual nationality issues. They also discussed the “Renho Dual Nationality Issue,” especially relevant with the ongoing Tokyo governor election. They concluded:

“Under the Ministry of Justice’s nationality procedures, Renho was not originally a dual national. The ‘Renho Dual Nationality Issue’ emerged in a political context, leading to confusing responses from the Ministry and media. This confusion arises from the contradiction between Japan’s ‘Single Nationality Principle’ and the reality of people born with dual nationality, as well as the complex issue of how to handle nationals of the Republic of China (Taiwan), with whom Japan has no diplomatic relations. Article 11 of the Nationality Law, inherited from the Meiji Constitution, has been contested in various court cases and requires re-examination in light of global trends.”

「日本の重国籍問題：事例判例（ちょこっと）勉強会」

2011年の国連調査によれば、加盟196ヵ国のうち、「他国籍取得の際に原国籍維持を認めている」国は72％に達している。しかし、日本では国籍法11条1項において複数国籍が防止されている。また、日本社会でも「国籍唯一原則」を信じている人々が多いようである。本ワークショップは、現況課題のいくつかについて、情報および知識の共有を目的とする。

4月26日、カイ日本語スクールにおいて、第184回多文化共創フォーラム「在蘭日系IT企業A社欧州地域統括本社における多文化共創経営」を開催しました。

2024年3月、オランダ、アムステルダムで行ったA社の欧州地域統括本社でのインタビューの報告になります。この企業は、ヨーロッパ、中東、アフリカにある24の販売子会社を統括しています。35の国籍を有する185人の従業員が働く、実に多文化な組織です。オランダは非英語圏で最も英語の通じる国であり、英語を社内公用語としています。

これだけ多くの国籍の人々が協働しているにもかかわらず、ある種日本企業特有の一体感が醸成されています。フロアの先生方からもご指摘があったように、戦後、高度経済成長を背景に企業規模の拡大と長期雇用が可能となり、日本型雇用制度が形成されました。優れた創業者の理念、哲学、時には宗教観に裏打ちされた人間性などに惹かれて入社する若者も少なくなかったと思います。A社もそうした企業の１つです。従業員は仲間意識を共有し、近年メンバーシップ型と呼ばれる働き方につながりました。そうした気持ちがA社の欧州統括本社で働く非日本人社員にも共有されているのは興味深いことです。

同時に、オランダの働き方はいわゆるジョブ型といわれる制度であり、日系企業といえども例外ではありません。種々の法律を遵守しなければなりません。給料と結びついたジョブ・ディスクリプション、同一労働同一賃金の徹底、様々な決定プロセスの透明化など、日本企業にはないものばかりと言わざるをえません。オランダはパートタイム労働者の比率が世界で最も高い国ですが、日本のような正規雇用と非正規雇用のような格差はありません。

多文化共創経営を目指すためには、少なくとも多様な従業員のニーズをしっかりと理解し、選択肢を用意することが必要でしょう。ちなみに、オランダ人は昇進よりも、ワークライフバランスを大切にする国民だそうです。日本企業にとって、国籍に関わらず、公平性、透明性、自己実現の可能性を感じられる具体的な制度設計が今後は急務であると感じました。

フロアからは、今後も多文化共創経営の多角的研究を継続していきたいというご要望がありました。
