今回は不動産会社に勤務されている大野勝也さんを講師に、外国人入居を取り巻く諸課題についてお話しいただきます。

日本に限らず生活していく上では住居の確保は必要不可欠となります。我が国では、住居の確保でとりわけ民間賃貸が住宅供給の多くを担っています。これらを担う供給主体の多くは個人規模の零細家主により住宅が供給されています。他方で、人口減少社会を迎えている我が国では、住宅ストック問題が顕在化しており、それらを埋める層として外国人へのニーズが増加しています。これに伴い家主が外国人に部屋を貸さないケースが生じています。これらの問題について実務現場と研究結果を踏まえて報告いたします。

The Society for Multicultural Community Studies is pleased to announce our upcoming research meeting on April 13, with a focus on the theme of housing and real estate. For this session, we will welcome Mr. Katsuya Ohno, who works at a real estate company, as our speaker. He will speak on various issues surrounding the housing of foreign residents in Japan.

Securing housing is a fundamental necessity for life—not only in Japan, but around the world. In Japan, private rental housing plays a central role in meeting this need, and a large portion of these properties are provided by small-scale, often individual landlords.
At the same time, Japan is entering a period of significant population decline, which has brought the issue of vacant housing stock into sharper focus. As a result, there is growing demand for foreign residents to fill this gap. However, this has also led to increasing instances where landlords refuse to rent to foreigners, creating new social challenges.
This session presents findings based on both on-the-ground experience and academic research, examining the realities of small-scale landlords and the structural and cultural obstacles facing foreign residents seeking housing.

Katsuya Ohno
Certified AFP (Accredited Financial Planner) by the Japan Association for Financial Planners. Financial Planner, currently employed at a real estate company. He holds a Master’s degree in Sociology from the Graduate School of Literature, Nihon University. His academic and professional interests include sociology, urban sociology, housing issues, and housing studies.
